As of June 1, Ukraine has reduced limits on card transfers

As of June 1, 2025, new restrictions on card-to-card and IBAN transfers came into effect in Ukraine. These changes are part of measures aimed at strengthening financial monitoring and combating the shadow economy.

Main changes in limits

According to the Memorandum signed by leading Ukrainian banks, the following monthly transfer limits were established:

  • For clients with medium and low risk levels — UAH 100,000 (previously UAH 150,000).
  • For high-risk clients — UAH 50,000 (unchanged).

These restrictions apply to person-to-person transfers via bank cards and IBAN details. They do not apply to:

  • Payments for goods and services.
  • Utility bill payments.
  • Transfers between a client’s own accounts in one bank.
  • Transfers by clients with verified income (salary, pensions, social benefits, other confirmed income) or volunteers.

Recommendations for clients

To avoid restrictions, clients are advised to submit documents confirming their income to the bank. These may include:

  • OK-5 and OK-7 certificates generated via government services.
  • Tax declaration.
  • Payroll slips.
  • Confirmation of payments from government institutions (pensions, social benefits).
  • Verified income of family members.
  • Documents confirming volunteer activity.

Anna Dovhalska, Deputy Chair of the Board of Globus Bank, advises:

“Timely preparation of the necessary documents will ensure convenient use of banking services under the new rules.”

Context of the changes

These changes are part of a Memorandum signed by major Ukrainian banks, including Oschadbank, PrivatBank, Raiffeisen Bank, Universal Bank, among others. The aim is to enhance control over financial operations and fight the shadow economy.

According to PrivatBank, the UAH 100,000 limit on card transfers affects no more than 1.5% of the bank’s clients. Some clients already have increased limits due to submitted requests or individual decisions based on confirmed income.

As of June 1, 2025, new card transfer limits are in effect in Ukraine to strengthen financial monitoring and combat the shadow economy. Clients are encouraged to familiarize themselves with the new rules and prepare the necessary documents for convenient banking service usage.
